The RPI is compiled by the Office for National Statistics (ONS) as a 'shopping basket' of around 650 goods and services which are altered in January each year to reflect consumer spending trends. As an example January 2002 saw the introduction of DVD players.
ONS collects approximately 10,000 prices directly in respect of mortgage interest payments, road tolls or items from catalogues, and obtains a further 130,000 prices each month via independent market research firms. Approximately 150 shopping areas or out of town retail parks are used and about 20% of these are replaced by different locations during the course of a year.
Items selected include bread, restaurant meals, property rent, DIY materials, canned pet food, swimwear, and NHS prescription charges. Some items are weighted to reflect that, as an example, most households spent more on electricity than processed fruit.
The index is intended to reflect prices on the second or third Tuesday of every month, but some prices are collected on the nearest Monday or Wednesday.
Spending patterns of pensioner households which derive 75% of their total income from state pensions and benefits, and of high income households which lie in the top 4% of households nationwide are ignored on the basis that they have atypical spending patterns and would distort the overall average.
The ONS also publishes the RPIX known as the headline rate of inflation which excludes mortgage interest, and the RPIY which excludes mortgage interest and indirect taxation.
